General Information
Description of ServiceProvides utility bill payment assistance to low-income individuals, seniors and families with a shut-off notice and meet the income guidelines of 80% of Area Median Income (AMI) or below as funding allows.

Acceptable utilities:
- Electric bill
- Gas bill
- Propane
- Water bill (We can help with past-due balances pertaining to water only, does not include trash, sewage or fees)

Catholic Outreach cannot provide assistance for sewer or trash bill.

Utility bill assistance is limited once per fiscal year (from October 1st - September 30th).

During LEAP season (November 1st - April 30th), clients are required to first apply for LEAP before going through Catholic Outreach. If a client is denied for LEAP, a denial letter from LEAP is required before applying for services. If a household is over income for LEAP, proof of income is allowed in lieu of a denial letter.

If this is the second year we are assisting you with electric or natural gas,
we will ask you to go through our in-house ‘Financial Literacy’ packet
prior to further assistance.

If this is the third year we are assisting you with electric or natural gas,
we will need to see progress in the monthly household budget compared
to the previous year’s budget before making a commitment to the utility company.

If you are asking for help with electric or natural gas for a fourth year, we
will not be able to assist any further. You may contact the HEAT Helpline
at 1-866-HEAT-HELP (1-866-432-8435) to inquire about other agencies
that might be able to help.
