Description of ServiceProvides help to an individual to sign up online with a free cell phone service provider. Phones will be mailed by the service provider to individuals who meet the service provider program requirements.

**NOTE: 2853 North Avenue and 302 Pitkin Avenue are not acceptable addresses by the service provider.
