In the late 1990’s, representatives from juvenile justice and social service agencies within Arapahoe, Douglas, Elbert and Lincoln counties identified gaps within the continuum of services available to at-risk and delinquent youth. Agencies were searching for effective and efficient methods to identify and intervene with youth, whose behavior if not addressed, would be at risk of dropping out of school or becoming involved with either the social services or juvenile justice system. The Juvenile Assessment Center (JAC) opened in June 2000 to address the aforementioned problems by bringing together fragmented service delivery systems to deliver services in a more cost effective, immediate and comprehensive manner. In July 2009, the program was formed into a corporation and became a non-profit organization.
